Victorian police are investigating the circumstances surrounding the crash, which killed a two-year-old child.
Police were called to McFees Rd in Dandenong North after 12pm on Sunday.
Emergency services performed CPR on the child, who was later pronounced dead.
Police said the driver of the vehicle stopped after at the scene and is currently assisting them with investigations.
